Since Decrees 248 and 249 came into force, China’s General Administration of Customs (GACC) requires overseas food producers to be registered before a single container clears customs. For Ecuadorian exporters of shrimp, cacao and derived products, GACC registration is now as fundamental as the phytosanitary certificate itself.

The process runs through Ecuador’s competent authorities — AGROCALIDAD and the Vice Ministry of Aquaculture and Fisheries, depending on the product — via the CIFER platform. Labels must carry the registration number, and product categories must match the approved scope exactly. Mismatched paperwork remains the leading cause of port rejections.
